I can't find any source directly calling them regulars, but they're always listed with the main cast in news articles articles, so I'm going to say yes.

This is DISCO, sometimes regulars appear in less than half the episodes. Are Blu del Barrio and Ian Alexander series regulars in season 4? (3)

Sometimes they get regular status to be immediately written off.

but the intent here is they are sticking around.

That usually only happens with someone who is leaving anyway and the producers decide to toss the actor a bone and give them a slot in the opening credits for their remaining episode(s). Like with Rachael Ancheril on Disco last year, or Amber Benson when she was written off Buffy.

Looks like it, there secondary characters but were major in S3.

Now for the bridge crew? nope. been there for 3 years and I don't remember there names. Some love for the Helm/Navagator but the rest.. Nope. Is it to much to ask for a B plot for the comunications officer? Or Tactical? Sheesh. Worse than Uhura, Sulu on TOS.

For the ten millionth time, the bridge crew are not main characters or even secondary characters. They're tertiary characters listed in the co-star credits. They've already got more material than they're required or should be expected to have.

I remember their names. There is Rhys, the tactical officer, Bryce the communications officer, Owesukun, the ops officer, Detmer the conn officer, linus is a science officer, Nilsson who is the spore ops officer. They all had moments of focus throughout Season 3. They literally saved Discovery and the Federation in the season 3 finale. Burnham wouldn't have been able to win the day without their help. Perhaps you just need to pay attention.

But still don't know Jack about them.
Where are they from, why did they join, hobby etc.

Fans developed rich backgrounds for Scott, Uhura, Sulu and Chekov during panels with the guests at conventions in the 70s. From there they were developed by the novelists. Otherwise, our knowledge of the "gang of four" across 78 episodes of TOS, might have been just as scant.

Even when bridge officers were part of their show's main casts, we didn't always learn stuff like this about them. I remember back when Voyager or Enterprise were on the air, there were fans trying to justify the lack of attention characters like Harry Kim or Mayweather got by saying "they don't have time to focus on everyone." A line Anthony Montgomery even began parroting. Yet, now the bridge officers aren't part of the main cast and we keep getting everyone crying about "why don't they do anything with the bridge officers?"

Yeah, it's amazing how things change. I guess part of that is how many years there were for fans to fill in the gaps with Uhura, Chekov and Sulu, but those characters rarely got the focus. Chekov was not even around the first season, yet knowledge about him is essential? What about all the characters who filled in that role before? Less important, no doubt.

But now the bridge crew must be well known, including service history. Interesting.

O'Brien was simply "Conn Officer", until he eventually got a last name, a first name, a wife (Season 4, Episode 11), and finally a longterm contract in a seven-year long spin-off, with his name in the opening credits. But giving more for Colm Meaney to do was because he was a popular and cooperative professional.

Had TNG not gone beyond the three years of TOS, we would know much less about him.

He was only Conn Officer in Farpoint. Then he became Security Officer in Lonely Among us before becoming Transporter Chief in The Child, then finally Chief O'Brien in Unnatural Selection. Though in Where Silence Has Lease, he is referred to in dialogue as Lieutenant.
